Do you attack him for something he might do? My answer - yes, if there's some solid proof. And then you still need to balance that with the damage you will create.
US's policy of pre-emptive action could be the logical and legal basis for Iraq attacking us. Mr. Tenet seemed to allude to that point.
Even Kuwait is not clamoring for this war.
OTHER QUESTIONS I HAVE:
If the region is threatened why aren't the neighboring countries feeling threatened. Powell brought up UAV - unmanned aviation vehicles - that had a range of 900km - that reached the edge of the Mediterranean Sea.
What do you do with Powell's information now?

CIA Director Tenet raised that Iraq poses no threat to the United States - UNLESS ATTACKED FIRST. Someone needs to go back to him and ask if he's changed his mind.
I do feel we need to do something. It would send the wrong singal if after all this Saddam can walk away and say "we won again." [I don't say he won the first time - but that's what he's saying] Offensive inspectors would be my option. As I've said before, having these guys crawl around even if they do not find anything IS ensuring that no progress toward nukes or more chemical and biological weapons are being manufactured. They are disruptive. Don't deny it.
